The new iPad won't sync all photo library

My new iPad have a problem getting it to sync all of my photo library on Windows 7. I sync the "My Pictures" folder with about 600 photos to the new iPad using iTunes, it will sync some but not all photos. Deleting the "iPod Photo Cache" folder does not help.I try restarting the iPad, rebooting my computer, and then try again, but still no luck. If the problem occurs, there is some sort of file
